What do we do when Government funds are not enough to achieve the Generational Goal?
The Generational Goal means handing over a society to the next generation where the major environmental problems have been solved. At the moment we are very far from being able to achieve that handover and therefore we need to find other financing solutions.
At the same time as we see that there is a great need for finance in order to reach the Generational Goal, we are working on a Nature Restoration Plan in Sweden, which also lacks adequate funding.
Current situation
Expenditure area 20 in the Swedish State budget is currently SEK 17 billion for 2025, there will be a slightly higher allocation in 2026 and 2027, falling back to SEK 17 billion in 2028. If we are serious about achieving the Generational Goal and solve the financing of the Nature Restoration Plan, an additional SEK 20 billion per year is required, every year until 2050. This amounts to SEK 500 billion. We find it difficult to envisage that any political party would dare to propose a dramatic increase in the allocations to expenditure area 20 ahead of the upcoming election in 2026. To ensure the necessary financing, both public and private funds are required, where private finance needs to constitute a significant part. Private funds make it possible to finance the national Nature Restoration Plan and at the same time contribute to achieving the Generational Goal.
The solution lies outside the tax-system – the Generational Contribution
Private funds are generated via the Generational Contribution, which ensures increased biodiversity, healthy ecosystems, clean water and increased carbon storage in the forest and agricultural landscape. Reaching a good status of the above is a prerequisite for the ecosystem-services that we humans are completely dependent on. The financing opportunity for companies via the Generational Contribution signals a positive and active participation, whilst providing the opportunity to contribute to handing over a society to the next generation where the major environmental problems are solved. When companies contribute to implementing the Nature Restoration Plan, they gain a clearer role in the work and a enjoy a greater freedom of choice. This results in a democratization of the process when Swedish nature needs to be restored, while at the same time the responsibility is visualized in a clearer way between the companies.

PRESSMEDDELANDE: SVERIGE BEHÖVER AKTIVERA GENERATIONSBIDRAGET
Vad gör vi när de statliga medlen inte räcker till för att nå Generationsmålet?
Generationsmålet handlar om att överlämna ett samhälle till nästa generation där de stora miljöproblemen är lösta. För tillfället är vi väldigt långt ifrån att klara av den överlämningen och därför behöver vi hitta andra finansieringslösningar.
Samtidigt som vi ser att det finns ett stort finansieringsbehov för att nå Genrationsmålet ska vi arbeta fram en Naturrestaureringsplan i Sverige som även den saknar finansiering.
Nuläge
Utgiftsområde 20 i statsbudgeten är för närvarande 17 miljarder kronor för 2025, det blir något högre anslag 2026 och 2027 för att 2028 falla tillbaka till 17 miljarder kronor. Om vi menar allvar med att nå Generationsmålet och lösa finansieringen av Naturrestaureringsplanen krävs ytterligare 20 miljarder per år, varje år fram till 2050. Alltså handlar det om storleksordningen 500 miljarder kronor. Vi har svårt att se att något politiskt parti i nuläget vågar föreslå en dramatisk höjning av anslagen till utgiftsområde 20 inför det kommande valet 2026. För att säkerställa finansieringen krävs både statliga och privata medel, där den privata finansieringen behöver utgöra en betydande del. Privata medel gör det möjligt att finansiera Naturrestaureringsplanen och samtidigt bidra till att Generationsmålet uppnås.
Lösningen finns utanför skattesystemet – Generationsbidraget
De privata medlen genereras via Generationsbidraget som säkerställer ökad biologisk mångfald, friska ekosystem, rent vatten och ökad kolinlagring i skogs- och jordbrukslandskapet. En bra status på ovanstående är en förutsättning för de ekosystemtjänster vi människor är helt beroende av. Företagens finansieringsmöjligheter via Generationsbidraget signalerar ett positivt aktivt deltagande och de bidrar till att överlämna ett samhälle till nästa generation där de stora miljöproblemen är lösta. Då företagen bidrar till att verkställa Naturrestaureringsplanen får de en mer tydlig roll i arbetet och med en större valfrihet. Det innebär en demokratisering av processen när svensk natur behöver restaureras, samtidigt som ansvaret visualiseras på ett tydligare sätt mellan företagen.
